He was born in Wichita, Kansas, and graduated from the United States Naval Academy in 1911. He received the Medal of Honor for actions at the United States occupation of Veracruz, 1914. Foster left the Navy from 1929–1941, when he was recalled by President Franklin D. Roosevelt for World War II service. He retired from the Navy in 1946 as a Vice Admiral.
For distinguished conduct in battle, engagements of Vera Cruz, 21 and 22 April 1914. In both days' fighting at the head of his company, Ens. Foster was eminent and conspicuous in his conduct, leading his men with skill and courage.
